The Harlan City Council on July 1 granted a no‑noise variance for the Shelby County Speedway Kosiski 53 Lucas Oil late‑model race scheduled July 15, permitting amplified noise to continue into the early hours of July 16.
Council members discussed start and end times and logistics; the motion to allow the extended noise period passed by roll call. An organizer speaking to the council said that, with expanded promotion into central Iowa and additional pit‑pass sales, the event could draw close to 5,000 people this year. “With all the folks over there that are fans of the Boone Speedway and the racers, I think we could get close to 5,000 now,” Todd Blaine said.
Council members also noted there would be incident planning and coordination with county emergency services for the large crowd; staff reported a multi‑agency incident response plan that included the sheriff’s department, emergency management, fire department and hospital to ensure coverage for traffic control and medical response during the event.
The motion carried on a unanimous roll call.
