Canton council adopts multiple ordinances, approves annexation-related measure

Canton City Council adopted a series of ordinances and procedural measures during its meeting, including the return to the agenda and adoption of ordinance No. 10, and the adoption of ordinances 18 through 23.

Council resumed from an in-house annexation recess to place ordinance No. 10 back on the agenda, suspend statutory rules and adopt it by roll call (motion carried, roll call recorded 11 yeas). The ordinance was presented as a statement of services for property owners in the Trump Avenue Southeast and Orchard View Drive Southeast annexation area and was described by staff as covering approximately 84.56 acres in Canton Township; the final use for the property was not specified during the meeting.

Separately, council suspended the statutory rules to add second readings for ordinances 11–20 earlier in the evening, and later adopted multiple emergency and routine ordinances on roll-call votes. Notable items adopted included:

- Ordinance 18: authorizing the clerk to certify unpaid and delinquent charges for services performed on behalf of the city (adopted, roll call recorded 11 ayes). - Ordinance 19: accepting transfer/donation of a Stark County parcel (parcel number 5219650 at 2138th Street NW) and taking the necessary steps to acquire the land (adopted, 11 ayes). - Ordinance 20: authorizing participation in the ODOT road-salt contract (adopted, 11 yeas). - Ordinance 21: amendments to the city’s administration and building-code chapters to add fees, permit applications and inspection procedures (third reading; adopted, roll call 11 ayes). - Ordinance 22: authorization to advertise, receive bids and enter contracts for marquee-sign replacement at the Canton Memorial Civic Center and associated appropriation actions (adopted). - Ordinance 23: authorization to enter a professional-services contract with Arcadis for engineering services related to a boosted-zone analysis, not to exceed $124,600 (adopted, 11 ayes).

Several of the items involved appropriation amendments or authority for the mayor or director of public service to execute contracts or enter into agreements; where staff described estimated financial figures in the clerk’s summaries (for example, an estimated $415,000 remainder related to a Centennial Plaza lease), council did not debate those numbers on the floor beyond the clerk’s read-through. The meeting record shows routine suspensions of statutory rules and unanimous roll-call adoption for the items above.

The council also announced that no committee meetings would be held on May 5 because of the primary on May 6 and set its next meeting for May 12, 2025, at 7 p.m. The council adjourned following a final roll-call vote (11 ayes).
