Leader Mariel moved to adopt the ordinance after the committee addressed a problem the sponsor described as an error in the original filing that did not allow the required notice days. The sponsor said the change is administrative and not substantive: "There's no substantive change of the ordinance or Hillshire or the organization. It's just an administrative error on my part," the sponsor told the committee.
Council recessed so the Community & Economic Development Committee could review the item and then reconvened to place ordinance 21 back on the evening's agenda. Council suspended statutory rules to allow three readings that evening and adopted ordinance 21 by roll call — the clerk recorded eleven yeas and one no (Member Morris).
The ordinance, described in the agenda as authorizing a city officer to enter a Community Reinvestment Area (CRA) agreement, will provide real property tax exemptions for the entities named in the ordinance and was referred to the Community & Economic Development Committee for review. Council members discussed the correct notice period for school notification and agreed the resubmission followed the advice of the law director and city staff to ensure compliance.
The council took the procedural steps to return the ordinance to the agenda, suspend the statutory rules and adopt the measure the same evening.
