Canton City Council adopts a package of ordinances, including $1.25M bond anticipation notes and amended waterline contract

Canton City Council on the evening's agenda adopted a package of ordinances that approved city financing, multiple replat actions and several public-works contract changes.
The council approved Ordinance 25 authorizing revenue bond anticipation notes in a maximum aggregate principal amount not to exceed $1,250,000 to fund part of an economic development project; the motion passed on a roll-call vote (10 ayes). Ordinance 26, authorizing revenue bond anticipation notes up to $710,000 to make a loan for economic development in the city, also passed (10 yeas).
Council members also moved through a series of land-use and technical measures: ordinances approving replats and replats/replev actions for multiple lot groups (ordinances 27, 28, 29, 30, 31 and 32) were adopted unanimously by roll call. Ordinance 33, amending the city's classification plan for management and non-bargaining personnel, passed on roll call (10 yeas).
On infrastructure and contracts, the council adopted change orders and contract-authority measures including: a change-order authorization with Winger Excavating Inc. not to exceed $649,996.95 for a sanitary sewer improvement project; a change order with HR Grama and Associates LLC not to exceed $137,533 for sanitary sewer replacement; and a change order with H M Miller Construction Company not to exceed $971,135.52 for a separate sanitary sewer replacement project. The council also authorized a contract with the Canton Board of Health and a roughly $150,000 renovation allowance (Ordinance 24 description appeared earlier in first readings).
Ordinance 34, which authorizes the mayor or director of public service to execute a professional services contract with Arcadis for design of the Demar Allotment Waterline Replacement Project, was amended on the floor per a copy provided to council members and then adopted as amended on a 10-aye roll-call vote.
The meeting record shows the council handled the package largely without extended debate; several items were moved, seconded and carried by voice or roll-call votes.
The council also recorded committee meeting dates for March 24 and a mayoral announcement filling a Park Board vacancy (see separate item). The meeting adjourned after the vote to adopt the package of ordinances.
