The Lucas City Council on Jan. 15 authorized the city manager to negotiate and enter an agreement with PMG Paving LLC for two‑course chip seal with fog seal on city‑owned portions of Daytona Avenue and the Cedar Bend Circle cul‑de‑sac, in an amount not to exceed $98,000 from account 11‑8209‑301 (Improvement Roads).
Public Works Director Jeremy Bogle told council the two‑course method (two tar/rock passes plus a fog seal) performed better in field reviews than single‑course chip seal and can flex with expansive soils. He said staff inspected existing installations by the contractor that had been in place about five years and found them holding up well. "We went out and looked at some of his work that's been on the ground for 5 years… it is better than a lot of our asphalt roads have been on the ground 5 years," Bogle said.
Councilmembers asked whether traffic and site conditions were comparable to Lucas streets and about comparative pricing. Staff said the two‑course option is more expensive than a single course but expected it to last longer; Bogle gave a rough per‑linear‑foot price differential but did not provide a line‑by‑line cost breakdown at the meeting. A motion to authorize the city manager to negotiate the agreement was made, seconded and approved by voice vote.
Staff characterized this as a trial in a smaller neighborhood section (about 1,500 feet on Daytona) to evaluate performance before wider use.
