The Lucas City Council voted Jan. 15 to approve an interlocal agreement with Collin County to share costs for repairs and improvements on Aztec Trail.
Sean, who presented the ILA, described a process in which the county will determine necessary work and send Lucas an estimate; Lucas will pay 50% of the estimate and the county will proceed with the work. "We’re putting this ILA before you and commissioner’s court to just call this a 50‑50 split," he said. The arrangement is intended to prevent the county from designing more extensive work without Lucas’s agreement to cost sharing.
Council members pressed staff on how the city will know when county work is needed and on fiscal‑year timing. City Attorney Joe Burfida pointed to the Texas Government Code permitting requirements that require a written approval or resolution before accepting expenditures under an interlocal agreement. Council members said the process provides a level of oversight and asked staff to guard against being forced into payments outside Lucas’s budget cycle.
The council approved the ILA by voice vote. Staff said the county will still need to provide project estimates and any expenditure requiring council approval will come back by resolution.
