The Lucas City Council voted Jan. 15 to approve a memorandum of understanding with the City of Parker that would exchange ownership of Lewis Lane (to Parker) and West Lucas Road (to Lucas).
Sean, who presented the agreement, said the MOU would “de‑annex everything along Lewis Lane and allow Parker to annex the entire roadway and vice versa with West Lucas Road,” and that the arrangement would clarify ownership and maintenance responsibilities. Dale Sharp, a Parker council member who spoke to the Lucas council, thanked Lucas leaders for a transparent process and called the agreement a quick resolution to a long‑standing issue: “I think we’ve brought… maybe a years‑long issue to rest in a matter of weeks,” he said.
Council and staff discussed practical details, including preservation of existing utility easements, review of driveway connectivity and development standards, and the sequencing of legal descriptions and annexation ordinances. City Attorney Joe Burfida said the next step would be to return an ordinance after Parker approves and the legal descriptions are finalized.
Tim Johnson moved to approve the MOU; the motion was seconded and carried by voice vote.
The council’s action directs staff to proceed with the technical work that must precede formal annexation and de‑annexation ordinances. No specific timeline for Parker’s council action was given at the meeting; staff said the item now awaits Parker’s approval before Lucas prepares its ordinance.
