Officials say Greenwich will pursue housing plans and fiscal guardrails to preserve services

During a Greenwich United Way legislative breakfast, elected officials addressed homelessness outreach, housing targets and fiscal choices that affect human-services funding.
First Selectman Fred Camillo described town outreach to people experiencing homelessness and said the town is working with Greenwich Communities to add units without changing neighborhood character; he said Greenwich is aiming for a 10% affordable-housing target and reported the town stands a little over 6% toward that goal.
Hector Arseno said the town must submit a housing plan by 06/01/2028 under the recently passed law and said he has met with the governor and municipal officials to coordinate funding and planning. “We have time to present a plan by 06/01/2028,” Arseno said, adding that state and town offices will collaborate on a proper plan.
On sustainability and budgeting, Rep. Tina Corpus urged focusing on large structural costs such as state employee salaries and pension liabilities, which she said consume a substantial share of the budget; Rep. Steve Meskers and others emphasized paying down debt, maintaining fiscal guardrails and pursuing capital grants to free up resources for social services. Arseno described a $500 million reserve fund and discussed pending allocations that could be designated for public-health and SNAP-related needs if the governor chooses to allocate them before a statutory deadline.
Officials emphasized collaboration between town departments, the state delegation and nonprofit partners to pursue funding and projects; no formal approvals were taken at the breakfast.
