Mr. Jacoby, asked to explain bylaws and policies, told the board that "policies and the bylaws, they all emanate from New Jersey statutes" (Title 18A) and likened school policies to municipal ordinances: "Policies are the laws of the board of education," he said. He described the two-step process: a first reading (publication) followed by a second reading for adoption, and explained that regulations may be adopted on a single reading.
Board members debated a proposed personal-device policy that would restrict cell-phone use. Supporters cited improved social interaction and classroom focus during a recent site experiment at Hammershoel; one board member said the pilot showed "a greater satisfaction in social interaction" and reported staff and students were more engaged. Opponents and other members emphasized family communication needs; several speakers noted that regulation text (specific allowances for contacting parents and use during lunch) will be included in the regulation that returns to the board for approval.
After discussion the board moved and took a roll-call vote on "Board of Education items 1 through 3" (policy items). The clerk recorded members' votes and the motion passed; several members recorded abstentions on individually named travel items but otherwise voted yes on the policy bundle. The board scheduled the corresponding regulations for the next meeting for further detail and implementation language.
