Council approves $8,226 change order, delays Otter Tail Valley rail-crossing completion

Fergus Falls Mayor Hicks and the Committee of the Whole approved change order #1 for Public Improvement PI 9774, the Otter Tail Valley rail crossing project, after staff said subsurface concrete required additional removal.
City staff engineer Kyle Meyer told the council the contractor and utility crews discovered concrete beneath the asphalt on Mill Street, requiring removal and replacement rather than a routine mill-and-overlay. "We found that there was concrete underneath the asphalt street," Meyer said, noting that work on Cascade Street was adjusted to a mill-and-overlay to offset the additional cost. The change order increases the contract by $8,226.71 and changes the substantial and final completion dates because the railroad permit was received late.
Meyer said the project is funded through MnDOT, so the additional $8,226.71 does not directly increase the city’s share of the contract. The council approved the change order by voice vote and placed the item on the consent agenda.
The council did not record a roll-call tally on the change order; the motion passed on a voice vote. The work will be scheduled to begin in spring and finish next summer, per Meyer’s recommendation.
