Kewanee Council approves TIF aid for Flemish Club amid broader slate of resolutions

The Kewanee City Council approved several resolutions and motions at its May 13 meeting, including a contentious use of tax-increment financing for the Flemish Club and multiple infrastructure and code-related actions.
The Council approved Bill 25-43 to permit use of TIF funds for the Flemish Club project by a 4-1 vote; Councilmember Cernovich cast the lone Nay. Mr. Mikenas, representing the Flemish Club, told the Council that $25,000 in TIF assistance would allow the organization to raise the remainder of project funds. Council discussion touched on a move away from case-by-case TIF decisions toward a firmer set of eligibility criteria; members agreed that items such as routine roof repairs should not be eligible because they do not increase taxable value.
Council also approved Bill 25-42, a resolution expressing the City's intent to place a demolition lien on 601 O'Dea St, with members saying the City should be reimbursed for filing and service costs; the measure passed unanimously. Bill 25-45, amending Section 113.05 of the Kewanee City Code (Sale of Deleterious Drugs Prohibited), passed 5-0; members noted local ordinances were modeled on Illinois statutes and staff may return with licensing options depending on state action. The Council authorized Bill 25-46 to expend TIF revenue on public-infrastructure improvements adjacent to Gustafson Ford, noting an opportunity to "piggy-back" on private work to extend curb and utility improvements; that resolution passed 5-0.
The Council approved the consent agenda (including payroll of $271,296.54) and bills totaling $515,015.80. During the bills vote, Councilmember Colomer questioned a Galesburg Motor Supply charge for cold patch and asked whether materials could be purchased locally; staff said no local supplier provides the item. Public comments included a request from Joel Hasse for repairs tied to last year's tornado cleanup and a complaint from Obrey Blumenshine about runoff from a Tenney Street car wash; staff said they would inspect both issues and follow up.
An intergovernmental agreement with the Kewanee Park District (Bill 25-44) was presented for discussion only; Park District Director Andy Dwyer said the splash pad would operate roughly May through September for about eight hours a day, and the parties agreed to continue negotiating separate agreements for Windmont Park and the splash pad. The meeting concluded with several proclamations honoring Kewanee High School achievements and community announcements; the Council adjourned at 9:23 p.m.
