North St. Paul City planners back 'BOOST' code‑modernization initiative

The North St. Paul City Planning Commission on Jan. 8 recorded its support for a staff‑led code modernization campaign called BOOST, a multi‑month effort to revise selected land‑use regulations to improve clarity and predictability.

Ken Roberts, the city staff presenter, said the initiative — Better Ordinances and Ongoing Streamlined Transformation — will bring a series of code amendment packages intended to "improve clarity, eliminate redundancies, and ensure the code reflects current practices and expectations in North St. Paul City." Roberts told commissioners staff will present draft ordinance language at future meetings and schedule public hearings before the City Council as needed.

Commissioner Cameron moved that the commission go on record backing the initiative; the motion was seconded and approved by voice vote with no nays recorded. Roberts said staff will incorporate feedback from the meeting and return with detailed drafts and a public‑hearing schedule.

Commissioners identified the key goals as making the code easier to use for applicants, reducing inconsistent wording across sections, and supporting a more predictable development‑review process. Beyond the motion of support, no formal code amendments were adopted at the hearing; the body treated the vote as an endorsement that authorizes staff to keep drafting and to circulate proposed ordinance text for commission review and public hearings.

The commission expects proposed ordinance packages to return over the next several months, beginning with definition updates and changes to the use‑table and downtown overlay drafted in the BOOST packet.
