Skylark Bruce (public commenter) read a poem criticizing Canton's comprehensive plan for prioritizing downtown redevelopment and attracting higher-income residents to the perceived exclusion of low-income residents and service providers. Bruce said five current council members were in office when the plan was crafted and urged the council to consider community concerns; she closed with the refrain, "The man has a plan," to underline her critique of the plan’s winners and losers.
Later, Lin Jun Xu addressed the council about a building-violation appeal he said he submitted on 06/08/2023. He told the council the city’s building department website and records did not show documentation of his appeal and that only a later verbal appeal (07/27/2023) appeared in the department’s files. He asked the city to search for his original submission email, verify the date and respond so his appeal can be processed, framing the request as an issue of fair and equal customer service.
Chair noted that future public-comment remarks should stay focused on agenda items per the rules; no formal council action was taken on either public comment at this meeting.
Next steps: the city clerk/department staff were asked to receive and address communications, and Lin Jun Xu requested a follow-up to confirm the building-department records for his appeal.
