Council adopts package of ordinances on second/third readings, including funds for neighborhood programs and water-main project

Authorizes the city to receive and deposit adult-use cannabis tax dollars into the general fund as intergovernmental revenues. - Ordinance 20: Adopted (12 yeas). Authorizes funding of the Canton Community Improvement Corporation, $50,000 per year for two years. - Ordinance 21: Adopted (12 yeas). Reestablishes the Storefront Reinvestment Program (SRP) with up to $150,000 from admissions tax funds. - Ordinance 22: Amended and adopted (voice amendment then roll call 12 yeas). Expands the housing development and beautification program; the total program amount is $400,000 (200 from neighborhood funds, 200 from admissions tax). - Ordinance 23: Adopted (12 yeas). Contract change order with Environmental Design Group not to exceed $22,000 for Tyler Ave sanitary sewer project.
Most ordinances were moved, seconded and approved on recorded roll calls that the clerk read into the record. Several items were declared emergencies in the ordinance language; committee referrals and funding sources were stated in communications read by the clerk.
Next steps: several items (notably the water-main and WRF-related items) require procurement, contract awards and project-level funding actions to proceed; staff will present those items in subsequent committee agendas as needed.
