Finance staff member Marcia told the council the proposed levy rate remains at 10.6992 per $1,000 of taxable value. She said that maintaining the current levy at that rate would provide a projected increase of approximately $339,000 into the general fund and would help cover a portion of roughly $1,000,004.73 in additional public-safety costs planned for FY27. "The public hearing is required by the state prior to allowing the city to even set our public hearing for our budget," Marcia said during her presentation.
Marcia also noted the draft budget includes a proposed 3% franchise fee option and recommended timeline items; staff said the full budget public hearing is scheduled for April 28. Mayor (presiding) opened and closed the hearing after staff presentation when no commenters appeared; the council did not take action on the levy at this meeting because state law requires the hearing before final budget action.
The council said the hearing notice was mailed to property owners in Polk and Dallas counties, published in the register on April 6 and posted on the city's website and social media. The hearing record will remain available as the council finalizes the FY27 budget at a later meeting.
