In committee, Shoemaker Advisors’ president Andy Hurf described the firm’s services and said the contract would be billed at up to $5,000 per month within the $60,000 cap; he and colleague Stanley Gates said the firm would provide weekly reports on activity and could be contacted directly by council members for issues in Columbus.
Mayor/sponsor remarks said the city is seeking state funding for housing and infrastructure projects, including a residential economic development (RED) grant application that could seek approximately $2.5 million for infrastructure tied to new housing. Council members asked for metrics and periodic updates to "keep score" on what the contract delivers.
The finance committee signed ordinances 25–30 out of committee. When the full council reconvened it voted to suspend statutory rules to add the items to the agenda and then adopted ordinances 25–30 on roll call, with recorded ayes. Ordinance 25 authorizes a professional‑services contract with Shoemaker Advisors not to exceed $60,000. Ordinance 30 authorizes change order number 3 for CPS Construction Group in an estimated amount of $93,382.84 for the City Hall parking‑garage repair project; staff said the change order should allow the project to be completed within a few weeks.
Other ordinances approved include authorizations for water‑main extensions, annual supply and contract authority for calendar year 2026, internet‑auction authorization for disposal of surplus property, and reauthorization of previously approved but uncompleted contracts. Several members noted some legacy projects listed from 2021–22 remain pending because they depend on developers or outside parties.
The council adopted the ordinances on roll call and returned to other business.
