County approves MOU for $627,625 in improvements to Montgomery County public health facility

The Montgomery County Commission approved a Memorandum of Understanding with the Alabama Department of Public Health (ADPH) and the Alabama Public Health Care Authority (APHCA) on Dec. 17 to permit APHCA-funded improvements to the county-owned public health facility at 3060 Mobile Highway.
The MOU—effective Jan. 1, 2025 and terminating June 30, 2026—lists proposed improvements with an estimated cost of $627,625 to be paid by APHCA using funds contributed by the Department. Improvements include replacing the loading dock double door and garage side doors, removing wallpaper and repainting interior walls, replacing carpet flooring and making minor related changes. The Robins & Morton Group is named as the program management contractor for the project.
The MOU clarifies that the listed improvements become part of the premises as fixtures and are not subject to removal by the Department on termination of the lease or the MOU. It also requires the Department to pay any increased costs for casualty insurance, utilities or taxes resulting from the facility improvements if responsible under the lease terms. The document includes an incorporation instruction that the MOU will be added as an addendum to the existing lease agreement between the county and ADPH.
County staff and the ADPH will coordinate scope and compliance, and the MOU provides for cancellation with 30 days’ written notice. The commission approved the memorandum unanimously (mover: Commissioner Castanza; second: Commissioner Harris).
