Kaska told the commissioners this plan is the second year of the city’s five‑year consolidated plan and outlined the proposed budget for the program year running July 1 to June 30. "A large bulk of the funds, about $428,650, will be towards housing," she said, identifying owner‑occupied rehabilitation and homebuyer assistance as principal uses. The presentation also allocated $60,000 for public infrastructure (sidewalks, alleys and curbs), roughly $111,000 (about 15 percent) to public‑service grants among six nonprofit applicants, and about $40,000 toward a proposed microloan program for small businesses.
Kaska said the City held an earlier public input session April 8 at the public library and opened the Commission’s public hearing on April 14; no members of the public spoke during the hearing. The Commission voted to approve the annual action plan and will forward it to the City Council on May 18 for final approval and submission to the U.S. Department of Housing and Urban Development, with a target submission date of May 29.
The vote was taken by voice following a motion and second; no opposition was recorded on the transcript. The approved allocations establish the Commission’s proposed use of federal CDBG funds for the coming program year and authorize staff to finalize the application documentation for Council consideration.
