Charlton conservation commission approves orders of conditions, extends delineation and signs off on certificates

The Town of Charlton Conservation Commission handled several routine permitting and administrative items, approving withdrawals, continuances, certificates of compliance and a delineation extension.

Staff (S2) told the commission the applicant for 35 North Main Street withdrew the project "without any prejudice," and the commission voted to accept the withdrawal. The commission also voted to close the hearing and issue an order of conditions for the continued 0 King Road application after staff reported septic permit approval and required flag relocations were complete.

The commission approved an order of conditions for 5 Brookfield Road, where staff said earlier resource delineation found "no impacts to the BVW" and the closest disturbance is roughly 10 feet from a wetland flag. A minor amendment for 100 Old Whistler Road to install a French-drain–type pipe under a driveway was presented and approved to address water entering Old Whistler Road.

On compliance business, staff recommended and the commission approved certificates of compliance for DEP order numbers tied to 7 and 9 L Stevens Road (DEP no. 1281935) and for a retaining-wall order at 70 Beach Road (DEP no. 1281526), which staff said must be closed before new filings proceed at that shoreline site. The commission also voted to extend a resource-area delineation for the cemetery on Gould Road to 09/28/2029.

Several items were continued to May 13, and the commission closed the meeting after discussing an alternate appointment that was not present on the agenda.
