Mayor Adman convened the Nov. 18 meeting of the Board of Alba and the board approved a rezoning request for a 1.5‑acre property at 6339 Goodman Road, changing the parcel from C4 (Planned Commercial) to C1 (Neighborhood Commercial).
Planning staff (Dr. Song) told the board the site is designated on the city’s future land use map as a commercial corridor and that the planning commission reviewed the application and recommended approval by a 6–0 vote. Dr. Song said the move replaces the project‑text conditionality that previously limited uses on the lot and places the property in a conventional zoning district where C1‑permitted uses — including retail, professional offices, daycare and restaurants — would be allowed.
Susan Stout, the project architect representing the owner, described the design as an all‑brick building of about 5,800 square feet with more than the required parking and said the layout could be refitted into three bays for separate tenants if the owner chose to do so. "I'm Susan Stout. I'm representing the owner. I'm the architect for the project," she told the board.
No members of the public spoke in favor or opposition during the public‑comment period. A board member moved and seconded approval; the motion carried on a voice vote.
The rezoning authorizes conventional C1 uses at the site and, as staff noted, would allow neighborhood‑scale commercial services to serve nearby residential areas along the Goodman Road corridor. The board’s approval follows staff and planning commission findings that the area’s character has shifted from agricultural to commercial over the past two to three decades.
The board moved on to other agenda items after approving the rezoning; the item does not include any additional conditions beyond those recommended by planning staff and the planning commission.
