Dawes County approves Highway 20 project, Lumen fiber permit and updates FEMA mitigation plan

On June 10 the Dawes County Board voted to approve Project NH-20 1(15) (Highway 20 work), accepted a Lumen fiber permit for Airport and Deadhorse roads, accepted NDOT classification maps for Chadron, and adopted Resolution No. 2025-13 updating the FEMA Region 23 Hazard Mitigation Plan.
At its June 10 meeting, the Dawes County Board of Commissioners approved several infrastructure and planning items, all by recorded roll-call votes.
Project No. NH-20 1(15): Commissioner Jake Stewart moved to approve Project NH-20 1(15), which covers state work on Highway 20 in and around the Stockade Road approach. The motion carried with Ayes from Stewart, Rivera and Juhlin; the board directed the chairman to sign the agreement.
NDOT classification maps: The board reviewed classification maps from the Nebraska Department of Transportation showing changes for the north half of Dawes County concentrated around Chadron. Commissioners voted to accept the NDOT maps and authorized the chairman to sign off on classification changes relevant to the City of Chadron (Ayes: Juhlin, Stewart, Rivera).
Lumen fiber permit: Lumen requested permission to install fiber along Airport Road and the north end of Deadhorse Road. After reviewing the petition and maps and receiving the Highway Superintendent’s recommendation, the board accepted the Lumen permit and directed the chairman to sign; the vote was unanimous.
FEMA Hazard Mitigation Plan: Commissioner Stewart introduced Resolution No. 2025-13 updating Dawes County’s participation in FEMA Region 23’s Hazard Mitigation Plan. The board adopted the resolution (Ayes: Stewart, Rivera, Juhlin) and directed the chairman to sign.
Votes at a glance: all measures above passed by roll-call vote with no Nays recorded in the meeting minutes. The clerk’s record shows Commissioner Stewart abstained from approving the May 27 minutes earlier in the meeting.
