Gunnison mayor outlines 2026 CDBG funding options; no public comment

Mayor Lori Nay opened a public hearing Nov. 5 in Gunnison City Council Chambers to explain application procedures and potential projects for the 2026 Community Development Block Grant (CDBG) program and to solicit public input. "The grant funds must be used for projects that primarily benefit low- and moderate-income individuals," she said.
Nay said the Six County (R6) Region is expected to receive approximately $850,000 for the upcoming program year and reviewed categories of eligible activities outlined in the CDBG Application Policies and Procedures Manual, which is available in print and online. Eligible projects she listed included construction of public works and facilities such as water and sewer lines and fire stations; acquisition of real property; public services such as food banks and homeless shelters; and recreational projects including park and pickleball court improvements.
The mayor noted Gunnison City has received CDBG awards in previous years, citing $175,000 in 2008 for a sewer line to the industrial park and $250,000 in both 2019 and 2022 to support reconstruction and enhancement of the ballfield complex. She asked members of the public who wished to speak to identify themselves so the city recorder could accurately record participation and said the city would respond to questions or suggestions raised during the hearing.
The record shows there was no public comment. Councilor Mike Wanner moved to open the hearing; Councilor Donald Childs seconded and the roll call to open the hearing recorded Childs, Wanner, Crane and Hill as voting yes. Later, Councilor Shawn Crane moved to close the hearing; Childs seconded and the roll call recorded Childs, Wanner, Crane, Hill and Valerie Andersen voting yes. Crane then moved to adjourn; Wanner seconded and the council voted to adjourn at 6:41 p.m.
The minutes attached to this record list an approval date of April 15, 2026, and show a signature line reading "Michael Wanner, Mayor" with Valerie Andersen listed as city recorder. The transcript of the Nov. 5 hearing shows Mayor Lori Nay presiding; the minutes’ approval signature appears to reflect the later approval and signatory rather than the person who chaired the Nov. 5 session.
