Commissioners asked about specific items in the matrix, including a planned report comparing harbor and marine management models, and a separate item exploring options to remove the former Gold's Gym site from tidelands via measures such as a land swap. Staff said land‑swap options are being explored with the city's land‑use attorney and that no final land has been identified.
Staff also described initial outreach they have received from the National Park Service on a congressionally directed study of a broader coastal area; the city manager's office is preparing a letter outlining the city's comments and potential concerns for council review in May.
The commission voted to receive and file the briefing; staff said most substantive work and final decisions will come before the full council in early May.
