Staff told the Harbor Commission that the Basin 3 dock replacement effort has received roughly $1,000,000–$1,400,000 in grant funding obtained through Congressman Ted Lieu’s office but that procurement rules and environmental review make program delivery complex.
"We did receive a little bit over 1000000 dollars ... through what they call community program funding grant to help rebuild and repair in most cases our dock system in Basin 3," City Manager Mike Watsanski said. He cautioned the funding covers only a portion of the scope: earlier federal grant concepts proposed tens of millions for a complete seawall rebuild, dock replacement and seat wall additions.
Commissioners also raised the stalled sewer project on Yacht Club Way; staff said the sewer work is currently at an impasse with the contractor and will take time to reengage. On separate breakwater work, staff reported the Army Corps of Engineers has been processing construction submittals and "they think they'll be able to start within a month" as of the staff update; staging details were not yet provided.
Staff stressed that local responsibility and funding limits mean the city likely cannot afford full rebuilds of numerous seawalls and that partnerships with leaseholders and federal agencies will be necessary. The commission did not take formal action on project financing at the meeting.
