On Nov. 20 the Jurupa Valley City Council moved forward on multiple Community Facilities District (CFD) actions and related ordinances, approving formation steps and tabulating ballots for several subdivisions.
For Emerald Ridge North (CFD No. 2024‑004), council approved two initial resolutions, asked the clerk to tabulate ballots and then approved a resolution declaring the results and introduced an implementing ordinance after the clerk reported two ballots in favor. Similar procedures were followed for the City of Fruitvale public‑safety CFD (PS22‑4), the Serrano Oaks CFD and a related public‑safety CFD. In each instance the clerk reported two ballots in favor and council carried the motions by unanimous vote.
The actions included required findings, tabulation of election results and introductions of ordinances to levy special taxes for infrastructure and public services as proposed in the ballot materials. Council approved the implementing resolution motions by roll call; minutes show the motions carried four‑zero on those agenda items.
No substantive public testimony opposed the measures at the Nov. 20 hearing. Staff advised the council as to next steps for ordinance adoption and recordation after the introduced ordinances are returned for final adoption.
