The San Diego Water District board unanimously approved scheduling public hearings for May 20 to consider adopting the draft 2025 Urban Water Management Plan (UWMP) and the district’s water shortage contingency plan.
Principal engineer Elmer Alex briefed the board on the state-required UWMP, a 20-year planning document due July 1, 2026, that analyzes water use by sector, future demand to 2050, supply sources including local surface water from Lake Hodges and purchases from the San Diego County Water Authority, and a drought-risk assessment. Consultant Ariel O'Callaghan described demand projections that account for passive conservation, urban water use objectives, and small peak increases tied to planned housing units.
Alex said staff recommends bringing the draft to public hearing in May and noted that the draft will be available for public review beginning April 20 and that notices will run in the Coast News Group on May 1 and May 8 in English and Spanish. The plan includes a readoption of the water shortage contingency plan with no changes; staff requested board feedback and public hearing scheduling.
Board member Lines moved to approve staff’s recommended action to receive the draft and schedule hearings; the motion was seconded and carried unanimously.
Staff said the district's planning shows sufficient supply to meet projected demand through 2050 under the scenarios presented and that the Water Authority projects regional surpluses in some long-term scenarios. The board emphasized conservative assumptions for local surface water and noted AMI and other demand-management measures as important tools for future oversight.
The draft UWMP will be published for review on April 20, notices will appear in early May, and the board will hold public hearings on May 20 to consider adoption.
