The Lucas City Council approved its consent agenda on Nov. 20, adopting the Nov. 6 meeting minutes and authorizing the mayor to execute an interlocal agreement with Collin County for animal-shelter services covering Oct. 1, 2025–Sept. 30, 2026, in an amount not to exceed $14,970.
