Lucas council asks staff to redraft board-appointment policy and keep applicants on file

Council members reviewed the city’s 2019 board-appointment policy on Nov. 20 and concluded several schedule and procedural elements are out of date. Council asked staff to prepare a policy framework for council review and solicited input from members by email or in-person meetings.
One council member said, "The current policy, the way it's writ written, we are not following," and urged staff to propose updated dates and procedures. Councilmembers discussed moving meet-and-greet notices earlier in the calendar and retaining applicants on file for two years so the city can fill unexpected vacancies more quickly.
Staff noted that parks and open-space advisory positions are advisory by ordinance and thus require public interviews, while other boards with statutorily permissible confidentiality may be interviewed in executive session. Councilmembers suggested the application form be reviewed and expanded if needed to gather information helpful for candidate screening. Staff agreed to draft a revised policy and return it to council for consideration.
No formal action was taken; direction to staff was to prepare a draft policy and collect council comments.
