The Oro Valley Planning and Zoning Commission unanimously voted on April 14 to recommend adoption of the final recommended draft of "Oro Valley's Path Forward" and to place the plan on the November ballot.
Principal planner Malini Sims told the commission the plan reflects three years of resident engagement, several draft iterations and more than 10,700 comments collected from events, online discussions and a statistically representative survey. "The resident-recommended draft reflects the 10,700 comments received from residents over the past three years," Sims said, adding the final draft retains the direction of the earlier 60% and 90% drafts and includes four main chapters focused on community goals.
Sims said the final draft expands several actions, adds nine new actions (eight of which appeared in the 90% draft) and introduces one new action on regional park planning. She emphasized that the plan includes an explicit sustainability chapter and that water conservation and climate considerations featured more prominently than a decade ago.
A resident speaker, Colleen McCarthy, urged the commission to move the plan forward so voters could decide whether it reflects community values. Commissioners praised staff outreach and the resident working-group process before moving the motion to recommend adoption.
The vote carried 6-0. With the commission's recommendation, the plan will proceed to Town Council and โ if council approves the measure for the ballot โ to a public vote in November.
