R6 urges Levan to join CIB list by May 1; offers help and lower-cost code-hosting option

Shay Morrison of R6 told the Levan Town Council on March 12 that Levan needs to be listed on the Community Impact Board (CIB) project list by May 1 to remain eligible for CIB funding for critical infrastructure projects. Morrison said registration for R6's annual Growth Summit in Richfield is open until mid-April and that attendees can register via the QR code on the distributed flyer.

Morrison reviewed projects Levan has in its project portal, identifying an aquifer recharge and recovery project on the town's short-term list and a 400 East well, a storage tank, developed springs and an upsized water line from the head house to town on the long-term list. None of those projects are currently on the CIB list, Morrison said, and she offered to assist the town by updating the CIB submission via a phone call or virtual meeting before the May 1 deadline.

Morrison also presented options for online municipal code hosting. She said many communities pay between $1,000 and $3,000 a year for services such as Civic Plus or American Legal. Morrison described CivicLinQ, a code-hosting service developed by Jones and DeMille, that charges $500 per year if a town uploads its own code; CivicLinQ charges a $1,000 transition fee but R6 offered to perform the migration for free. Morrison offered to provide a pricing comparison among Civic Plus, American Legal and CivicLinQ if the council would like one.

Council members did not take immediate action but were given Morrison's offer of assistance and the timeline pressure created by the May 1 CIB listing deadline. The council asked for follow-up information on the code-hosting cost comparisons and the steps required to place projects onto the CIB list.

The meeting later moved on to park planning and other agenda items; Morrison's offer to assist remains available to staff.
