Nelson County Fiscal Court approves contracts, awards truck repair and accepts settlement

Nelson County Fiscal Court moved on several procurement and administrative items during its Nov. 18 meeting, approving a janitorial contract, a truck repair, advertisement for a skid steer purchase under a recycling grant and accepting a negotiated settlement in a lawsuit.
Brad Spalding (S4) recommended awarding janitorial services to Ronnie's Custom Care as the only bidder at $5,200 per month for two years; the court approved the two-year contract by voice vote. Spalding also reported progress on courthouse renovations: HVAC is operating on the second floor, first-floor plaster and painting are underway, and the administration aims to reopen the second floor to the public by Jan. 1.
Staff (S9) presented bids to rebuild a dumpster-truck long block; the lower quote of $15,890 was recommended and the court approved awarding the repair, with staff to obtain and file the written quotes.
On recycling, staff said Nelson County received a $76,000 grant to purchase a skid steer and grapple to automate recycling operations; the grant requires a 25% match covered by existing in‑kind labor. The court authorized advertising and soliciting bids for the skid steer.
Following an executive session on pending litigation, the court accepted a negotiated settlement with Springfield Laundry for $6,000 and the return of used uniforms, as described by the court. The motion to accept the settlement carried by voice vote.
Catherine (S1) reported progress recovering delinquent garbage accounts: the past-due balance dropped from $384,193.57 on Dec. 3, 2023 to $261,856.41 as of Nov. 3, 2024. An internal audit added 275 accounts to billing and 42 accounts were submitted this week to the county attorney for collection. The court also heard updates about the county's 10-8/CAD dispatch system rollout, which is in final testing with training scheduled Dec. 1 and a planned Jan. 1 go-live, and confirmed bulk-item pickup routes to begin Feb. 23.
The meeting adjourned after routine closing business; courthouse staff later announced a recovered county truck missing two cell phones.
