Goochland Cares asks board for 20% boost to critical home repair program

Andrea Honan, CEO of Goochland Cares, presented the nonprofit’s annual impact report and asked the Board of Supervisors to increase county funding for the organization’s critical home repair program by 20 percent.
Honan said the county provided $130,000 for the critical home repair program last year (about 27% of the program’s cost). The program completed 159 repair projects serving 132 individuals in 2025; 87 of those clients were seniors. Goochland Cares reported a wait list of 31 projects already carried into 2026 and said demand is rising as the county’s population ages. The organization described clients as disproportionately low-income seniors — “about 90% are under 200% of the federal poverty level” — and said most projects (87%) use local licensed contractors.
Honan provided additional program data: $78,000 in county support for transportation (35% of that program’s cost) that served 104 riders; a domestic-violence program that received $28,000 in county funds and provided 1,455 shelter nights; and a food pantry with a 75% increase in visits since 2021.
Board members asked clarifying budget questions and expressed support for the nonprofit’s work; a few members urged creativity in the budget process. Goochland Cares’ formal 20% request will be considered during the county’s budget deliberations. The board did not take a final funding vote at the meeting.
