County administrator outlines backlog reductions, dashboard and staff priorities

County Administrator Dr. Railey summarized progress from his first seven months in office and presented near-term priorities at the Jan. 6 board meeting.
Railey credited staff changes with shrinking the Community Development plan-review backlog from 109 outstanding reviews in mid-2025 to 15. He highlighted public-safety achievements — noting the county’s fire rescue EMS program is one of a small number in the state providing a whole-blood program — and described improvements to customer service and predictable review timelines.
Looking ahead, Railey said staff will propose a public-facing dashboard to share key performance indicators with residents, explore formation of a community engagement committee, and begin a strategic planning process that will inform the county budget for the next 12–18 months. He also flagged capital priorities including courthouse recommendations and the planned Station 8 project.
Board members responded with questions and praise for staff improvements and encouraged the administration to be ambitious but mindful of fiscal constraints as the budget process begins.
Dr. Railey closed by inviting further input and noting the administration will post a written report online for public access.
