Goochland Board Elects Christie and Spoonhauer, Adopts Revised Ethics Rules

The board adopted an updated Board of Supervisors 2026 Code of Ethics and Standards of Conduct presented by Tara McGee, the county attorney. McGee said the proposed changes clarify Freedom of Information Act (FOIA) guidance — cautioning that group emails could create an inadvertent meeting — and revise the complaint procedure so the board’s accountability mechanisms more closely reflect how other localities handle ethics questions.
The board also approved a companion ethics resolution for county appointees (members of the BZA, Planning Commission and Parks & Rec advisory council) and two minor changes to the Board’s rules of procedure to align language with FOIA and clarify public hearing procedures.
Chairman Christie said the changes were part of an annual review process. The actions were approved by roll call votes following brief discussion and a staff presentation; no substantive objections were raised during the recorded deliberations.
The board also adopted its 2026 meeting calendar, noting several evening meetings intended to improve public access. The calendar passed by voice vote.
