Earlier in the meeting the board voted to continue deciding Class “M” licenses on a case‑by‑case basis rather than adopt a blanket cap; that motion passed with Trustee I. Brandon voting no. Later, under new business (Ordinance amending number of Class “M” licenses), the board approved the specific ordinance for Lucky Bernie's; the ordinance passed with the same lone no vote from Trustee Brandon.
The board did not provide additional license‑limit language at the meeting; the ordinance action was limited to amending the number of licenses to accommodate Lucky Bernie's.
