The Simi Valley Unified School District board voted on multiple employment agreements and related items affecting six district executives during its June meeting, with most items passing on 4— roll-call votes and one item approved unanimously.
As required by Government Code procedure, the board provided an oral summary before each final action on employment agreements. The items included agreements to approve employment of Julie Ellis (Assistant Superintendent, Personnel Services), Ron Toto (Associate Superintendent, Business Services), Sean Goldman (Assistant Superintendent, Student Support Services), Dr. Jerry Bloch (assistant superintendent, division of educational services), Jamie Snodgrass (assistant superintendent, instruction and pupil services), and Dr. Hani Youssef (superintendent). Each agreement listed a recommended step increase and the work calendar where applicable.
Board votes on most of the individual employment agreements were recorded as 4 in favor and 1 opposed (Trustee Resnick recorded a "No" on several items). The declaration of need for fully qualified teachers (item 2.6) was approved unanimously.
A CSEA representative urged the board to consider equity in compensation decisions and questioned whether leadership should take freezes/step pauses alongside rank-and-file employees. "It is a privilege to be a leader and it comes with the commensurate responsibility of taking care of the people that you lead," the union representative said, urging leaders to consider frontline staff when the district asks for belt-tightening.
District staff clarified that the recommended amounts were annual step increases (step and column) that are part of routine salary schedules rather than ad-hoc raises; the superintendent and staff noted the district pays step-and-column costs across all employees annually.
