City finance director briefs Satellite Beach Youth Council on budget, audit and city projects

Britney Jumper, the city's Support Services Director, presented a compact introduction to how Satellite Beach finances operate and what youth council members should know as they begin work.
Jumper outlined the department structure, including human resources, IT and accounting, and explained the Comprehensive Annual Financial Report (CAFR). "Our fiscal year runs from October 1 to September 30," Jumper said, and she told members auditors would be on site before Thanksgiving as the city begins its audit process for the recently closed fiscal year.
She described seven main funds the city manages: the general fund (which houses most departments), the community service fund, the CRA fund, capital assets, a law-enforcement trust fund, a health-insurance fund and the pension trust. Jumper said the city is beginning a major capital project to build a new public-works facility and a new fire station that will span multiple fiscal years and require careful budgeting.
Jumper invited members to request longer briefings or one-on-one sessions to learn budgeting details and to review the budget book online; she also said there are printed copies at city hall. She offered staff support if the youth council pursues projects that require small discretionary funding or logistical help from departments.
