The City of Merced adopted its 2024 Consolidated Annual Performance and Evaluation Report (CAPER) on Sept. 15 and authorized staff to submit the report to the U.S. Department of Housing and Urban Development and to make any HUD‑requested edits without returning to council.
Housing staff summarized fiscal year accomplishments, including CDBG and HOME allocations and expenditures, projects funded (Devonwood/River Canyon Apartments and a K Street water/sewer main project), public service program outputs and efforts to meet HUD’s timeliness and reporting requirements. Staff noted $1,069,512 expended from CDBG funds, significant HOME expenditures tied to the Devonwood project and the closing of CDBG‑CV assistance projects, among other highlights. The council voted unanimously to adopt the resolution approving the CAPER (Resolution 2025‑57).
