Montgomery County Commission approves minutes, payments, travel, and procedural changes

At its Dec. 3 Formal Session the Montgomery County Commission approved routine consent items: the minutes of the Nov. 13 organizational meeting, accounts payable and payroll checks, and a broad set of travel and training requests for county staff and commissioners.
Commissioner Dan Harris moved to approve the Nov. 13 minutes, and the motion carried unanimously. The finance registers presented include checks dated Nov. 15 (checks 328035–328756; $589,450.91) and Nov. 22 (checks 328757–328956; $1,818,042.99). Payroll totals for the Nov. 27 payroll period show a total payroll paid of $2,167,832.86.
The Commission also approved a package of travel and training requests across departments. Notable is authorization for five commissioners (Doug Singleton, Carmen Moore-Zeigler, Dan Harris, Isaiah Sankey and Justin Castanza) to attend the NACo Legislative Conference, with estimated combined cost listed at $13,350.00 in the travel request forms.
On procedure, the Commission adopted proposed changes to the Rules of Procedure to allow limited voice votes in Information Sessions and clarified voting language; the body recorded the adoption with the insertion of the word "unanimous" as part of the approved language. The Commission also approved, as a waived-rules item moved from Information to Formal Session, a grant application to the Alabama Department of Economic and Community Affairs (ADECA) for an Energy-Efficient Retrofits grant.
