Council approves two change orders on 2024 sanitary sewer rehabilitation project; net credit overall

The Harlan City Council approved two change orders on the 2024 Sanitary Sewer Rehabilitation Project following a presentation by Todd Penniston of BeechCare.
Penniston told the council that Change Order 1 includes deductions and deleted point repairs producing a net deduct of about $13,978.92 and that Change Order 2 adds roughly $8,000–$8,600 to cover additional work discovered during construction, including differing pipe sizes and the need to shore up a water main where utilities were not located as shown on existing maps. "Change order 1 is a net deduct of around 13,000," Penniston said. "Change order 2 is an add of around 8 to $8,600. But overall still on the project, we're still under the current contract price by around $5,300." (speaker attribution per transcript.)
Council members asked how utility locations are verified; Penniston explained the city uses a design-locate request via the Iowa One Call procedure and that utilities do not always match older maps, meaning contractors sometimes encounter different field conditions during excavation. The council discussed maps and requested that visual maps be provided for context.
Council moved and approved each change order in separate roll-call votes. Change Order 1 was moved by Shaben and seconded by Nipper; Change Order 2 was moved by Lindbergh and seconded by Kroger. Both motions carried with recorded 'Aye' votes from present members.
