City administrator outlines water updates, CAT grant for playground and new library director

City Administrator Jarvis updated the council on May 20 about ongoing water-supply monitoring, personnel and grant proposals, and planning work.
Jarvis said water levels had ticked up after recent rain and that the city publishes real-time updates via a QR code for residents. He also announced Tara Painter as the new library director, with a start date in June, and said staff will manage a staffing gap until the new director arrives. "She's coming from Glenwood," Jarvis said, calling Painter a positive asset for the community.
Jarvis reported he will submit a Community Attraction and Tourism (CAT) grant application for $363,000 to support a "dream playground" project and noted the CAT funding would provide about 60% of the match needed to pursue additional Destination Iowa funding. He said city staff are discussing bonding options and revising TIF maps so projects might proceed without raising the levy. "We're gonna meet again... to come up with a plan so I can share with the council," he said.
Jarvis asked that the council expect monthly updates on comprehensive-plan revisions as staff work to align goals with realistic timelines.
