Staff brief commission on 2026 action plan, HMIS reporting contract and AHFC voucher work

Community Safety & Development (CSD) staff briefed the commission at its April 1 meeting on the 2026 action plan, related contracts and procurement work.
CSD staff reported the first public hearings for the 2026 action plan were held March 15 and said public comment for the action plan will close on April 13. "Public comment for the action plan is going to end on April 13, but I encourage people if they have any thoughts after them to reach out to us," CSD staff said.
Staff said the municipality is moving forward with a contract with the Institute for Community Alliances to provide HMIS (Homeless Management Information System) reporting for subgrantees and noted that housing rehabilitation funds were reappropriated by the assembly. CSD staff also said they are developing documents for an AHFC voucher program and hope to have materials ready for assembly action by June; to facilitate intake and program management they are deploying a software platform transcribed as "JERVY." The supportive‑housing RFP recently closed and a selection committee is scheduled to meet next week to begin evaluation.
CSD described the action plan as the municipality's annual document that lives within a five‑year consolidated plan and identifies anticipated grant funding, allocations to specific organizations, eligibility criteria and measurable outcomes. Staff named commonly used federal grants in this context: Community Development Block Grant (CDBG), HOME, and Emergency Solutions Grants (ESG).
These items were presented as informational updates and next steps; commissioners were invited to submit feedback during the public comment period and attend upcoming hearings.
