Planning and Inspections staff briefed the board on Estates Unit 6, a preliminary plat in the hillside/moundside area.
Miles Segovia (Planning & Inspections) said the site is approximately 21.1 acres with 11 residential lots and about 9.74 acres of open space divided into three preserved parcels. Segovia noted the preliminary plat was approved by the City Plan Commission on Jan. 29; subdivision improvement plans (engineering designs for roads and drainage) have not yet been submitted and will be reviewed before the final plat is approved.
Board members asked specifically how developers will mitigate flooding risks where a new street crosses an arroyo and whether the developer will preserve an existing, well‑used trail (called Clydesdale in local usage). Kevin Smith (Planning & Inspections) said improvement plans will be required and will be reviewed by the land‑development team to ensure safe roadway design and minimized grading in the mountain development area. Members asked the developer to consider accommodating the informal trail through design and to keep open‑space parcels intact.
Staff said the developer has obtained a grading permit for cut‑and‑borrow activity and that construction‑phase designs will be required for final approval. The board asked staff to include a fuller discussion of the priority list and acquisition options in a future meeting, noting that the area had been mistaken for state park land in prior mapping.
