Webster County Board unanimously approves major fund transfers, wage increases and capital purchases

The Webster County Board of Supervisors met June 18, 2024, in Fort Dodge and unanimously approved a series of fiscal moves, personnel and procurement actions affecting county operations and capital projects.
The board authorized several interfund transfers, including $96,960.17 from the General Basic Fund to the General Supplemental Fund to reimburse Child Support Recovery Unit employee benefits; $351,250 from General Supplemental to General Basic for district court services; and $93,361.18 from the Local Option Sales and Services Tax (LOSST) fund to the General Fund per the 2023–24 budget. Separately, Resolution 2024-21 approved transferring $1,067,432.15 from General Basic to Urban Renewal related to Rial land to be sold to Cargill; Resolution 2024-22 authorized transferring $1,555,926.07 from the Urban Renewal Fund to the General Basic Fund for funds certified for repayment. The board later approved Resolution 2024-23 to transfer $1,000,000 from General Basic to repay an interfund loan. All measures passed with recorded ayes from Supervisors Campbell, Carlson, Conrad, Hayek and Thode and no nays.
The supervisors also approved fiscal year 2025 wage increases for county employees, effective July 1, 2024, and adopted department appropriations for the coming fiscal year.
On capital projects and procurement, the board approved Pay Application #16 to Jensen Builders in the amount of $13,319.00 for work on the River’s Edge Discovery Center and approved Addendum #1 to the memorandum of understanding with the City of Dayton on the Dayton Trail Project. The Board awarded a bid for a 2024 four-wheel-drive pickup truck for the Planning and Zoning Department to Kemna Auto for $38,285.00. The county approved purchases of two Vermeer M7050 disc mowers at $14,600 each and two Caterpillar 430H2 backhoes at $159,656 each. Claims were approved and the meeting adjourned.
The consent agenda accepted several resignations across county departments: Dan Hofbauer (Secondary Roads), Ron Vought (Health Department emergency preparedness), Kathleen Hay (Treasurer’s office clerk), Allison Ripperger (MIS), and Brody Goodman (jail corrections officer); the board authorized the Webster County Sheriff the opportunity to fill the corrections officer vacancy. The board also approved routine licensing items, including a cigarette/tobacco license for Coalville Stop N Shop and retail alcohol licenses for venues on Old Highway 169.
