Granite Falls council approves resolution to advance wastewater treatment plant upgrade

Councilmember Griggs moved to approve the resolution; Councilmember Glenn seconded the motion and it carried. The approval follows staff updates that a change order related to the project will be presented to the council at a later date, Deputy City Manager Jeff Balentine said.
Earlier in the meeting staff identified and corrected the coding for a Pay Estimate #4 EFT to Harbor Pacific Contractors, Inc. The payment of $1,863,604.09 was reallocated so the full amount is charged to the Sewer Capital Improvement Fund (CIF) rather than splitting $497,600 from the General Fund and $1,366,004.09 from the Sewer CIF. The city said it will hold the $497,600 of ARPA-related funds through the end of the year while staff determine whether federal grant assistance is available for the WWTP project.
The council took the vote as part of its routine agenda consideration; no public testimony was recorded on the resolution at the meeting. Deputy City Manager Balentine briefed the council on project financials and said the change order would be forthcoming for council review.
The resolution authorizes next steps for the WWTP upgrade; staff provided no additional detail at the meeting on timeline changes, contractors' schedules, or final project cost beyond the payment coding correction. The council did not adopt any new rates or financing measures at the meeting; those topics remain separate items for future consideration.
Mayor Matthew Hartman adjourned the meeting following routine closing business.
