Fergus Falls extends Pebble Lake lease, approves county maintenance pacts and denies tobacco license

Lease extension: Council approved a one‑year extension of the lease with Pebble Lake Golf Course through Dec. 31, 2026, to allow the golf board and city staff additional time to study improvements and options. Council member Mark Layton supported the extension as a way to allow more collaboration before any long‑term changes.
County partnerships: The council approved participation in Otter Tail County’s 2026 traffic marking program so county contractors can stripe city and county roads efficiently, and approved a renewed highway and trail maintenance agreement under which the city will perform certain work in county right‑of‑ways for annual reimbursement of $49,535.06. Staff said the amount reflects the prior contract adjusted for inflation; supporting bid documentation can be provided on request.
Encroachment and easement: The council approved an after‑the‑fact encroachment agreement allowing Federated Church to operate a solar‑powered sign the church installed in the city right‑of‑way at Union and Summit, and approved a temporary easement at 2410 Lakeview Drive so contractors can complete storm‑sewer repairs noted by a resident; staff will pursue a permanent easement and survey work next spring.
Tobacco license denial: City staff asked the council to deny a tobacco license application for Cloud Trading Inc., doing business as Smokin' Cloud, because the $100 application fee was submitted on a closed account and the city did not receive payment. The council approved the denial; staff said the applicant may reapply with valid payment and completion of routine checks.
