Bremer County supervisors approve fund transfer, keep Wellmark benefits and OK employee-policy updates

The Bremer County Board of Supervisors on April 7 adopted a fiscal-year 2026 fund transfer, approved personnel and payroll adjustments, and declined to change the county's health insurance carrier for FY27. The meeting convened at 9:00 a.m. at the Bremer County Courthouse in Waverly and adjourned at 10:36 a.m.
The board adopted RESOLUTION NO. 26-26 authorizing a transfer of $10,571.25 from the General Basic Fund to the County Attorney Collections Fund to correct an FY25 revenue distribution, citing Section 331.432 of the Code of Iowa. The minutes record the action as passed by motion and second and note that, unless otherwise stated, actions were unanimous.
Supervisor Cerwinske moved and Supervisor Hildebrandt seconded motions for several routine approvals. Supervisors approved the March 31, 2026 minutes, set the mileage reimbursement rate at $0.65 for the period April 1–June 30, 2026, and authorized payment of claims as published. The claims publication lists a grand total of $170,304.43 in vendor and allocation payments.
Personnel actions approved included a Secondary Roads union scale increase for employee Tad Chapin (from $27.11/hr. to $28.61/hr., effective April 13, 2026), the re-hire of Kaleb Grimm as CBS Direct Care Staff RSII at $17/hr. with $10.30/hr. for sleep time (effective April 7, 2026), and a transfer of Pamela Sterba from full-time to part-time at $18.55/hr. with $11.13/hr. sleep time (effective April 1, 2026).
After HR and finance staff presented market quotes for FY27 health insurance, the board agreed to make no changes and continue with Wellmark for the coming plan year. The board also approved offering a wellness opportunity to employees during the annual open enrollment period.
Supervisors approved amendments to Bremer County Handbook policy 4.7 (Occupational Health Program) and policy 5.17 (Workers Compensation), including a Return-to-Work Agreement. The board designated Pollastrini & Bollman Eye Care as the county's provider for employee workers' compensation eye injuries.
The board accepted a digital copy of the Bremer County FY25 Audit Report and received routine weekly updates from county staff. No public votes against any motion are recorded in the minutes.
The board adjourned at 10:36 a.m. and the minutes were signed by Chairman Bob Brunkhorst and attested by Deputy Auditor Jennifer Bremner.
