"When she would introduce a bill, she knew that even though it might not pass, its defeat would give organizers more time to build the coalition and refine the policy," Representative Wilford said during an extended remembrance that included personal anecdotes and references to Winter’s advocacy on paid family leave and environmental justice.
The memorial recounted Winter’s years in public office, her role in passage of the Paid Family and Medical Leave Insurance Act, leadership on transportation and energy matters, and involvement with organizations that train women candidates. Lawmakers highlighted her work on voting access, rural health workforce initiatives and other bipartisan efforts.
After the reading and floor remarks, the House opened the voting machine; the clerk announced the result and recorded the memorial as adopted. The adoption was followed by brief procedural business and committee reports.
