The New Providence Borough Council voted unanimously to adopt a package of ordinances and approve several routine resolutions at its October meeting.
Denise (speaker 2) read the titles of the ordinances, which the mayor and council moved and seconded before taking roll‑call votes. The measures included Ordinance 2024‑11 (requiring retrofitting of existing storm‑drain inlets), Ordinance 2024‑12 (prohibiting illicit connections to the municipal stormwater system), Ordinance 2024‑13 (regulations for residential yard‑waste management), Ordinance 2024‑14 (prohibiting feeding of unconfined wildlife in public locations), Ordinance 2024‑15 (requirements for disposal of pet solid waste), Ordinance 2024‑16 (requirements to control littering) and Ordinance 2024‑17 (stormwater ordinance). Each ordinance was opened for public comment on its own; no members of the public addressed the ordinances during their hearings and each ordinance passed on a unanimous vote.
Council also approved a set of resolutions: the borough will pay an invoice to Bridal Lighting LLC (d/b/a Christmas Decor of New Jersey) not to exceed $5,598.61 for Centennial Park holiday lighting pending reimbursement from the New Providence Beautification Committee (Resolution 2024‑290); the council authorized a five‑year animal‑control agreement with Bridal Control Solutions for 2025–2029 with a 3% increase noted in the first year (Resolution 2024‑291); and the finance department reported insertion of $1,121 into the 2024 budget from the National Opioid Settlement (Recording of revenue under N.J.S.A. 40A:4‑87). The council also approved change orders and progress payments for the 2022 sanitary sewer lining project and authorized payment of the bills‑payable list totaling $193,715.36.
Additional routine items included the hiring of Brian Flynn as tax successor (effective Nov. 1, 2024) with prorated salary during the borough’s upcoming reevaluation; appointment of William Stanken as a Class 3 special police officer; and procurement approvals for two replacement patrol cars after a crash and for traffic‑safety messaging equipment not to exceed $20,000.
