Ordinances: The council voted to amend Chapter 74 (Traffic and Vehicles) to establish requirements and penalties for the operation of bicycles, electric bicycles and skateboards on sidewalks, crosswalks and intersections within city limits; the motion carried 5–0. The council also debated and then adopted amendments to residential parking regulations covering parking of boats and recreational vehicles, clarifying license/registration, ‘‘roadworthy’’ standards and lot-size considerations (including discussion of a 50-foot lot parameter for R-1 zoning); that measure likewise passed 5–0.
Consent agenda/ Memorial Island: Council approved consent agenda Item A, supporting a cenotaph application for Lance Corporal Chase David Stevenson (application recommended by veterans and emergency-services presenters). Staff estimated typical installation of a bronze plaque to take approximately four to six weeks following council approval.
Moratorium retraction: Members voted 5–0 to retract a previously adopted moratorium on enforcing certain boat-related parking provisions so that code enforcement may again issue citations.
Public comment and enforcement concerns: Several residents raised practical enforcement concerns—most notably the difficulty of enforcing short-term parking limits for semi trailers and the potential for blocked emergency access when vehicles or boats sit in front yards. Staff and councilors acknowledged those enforcement questions and said clarifications and operational mechanisms (e.g., certified mail notices and code time limits) will be used.
What’s next: Council told staff to implement the adopted ordinances and resume enforcement where appropriate; staff also said they will circulate clarification and answer follow-up questions about enforcement procedures and definitions.
